I have to acknowledge the receipt
of your private letter of the 13th instant, accompanied by the proceedings of the Marine Magistrate of Hongkong
upon investigation where the First Mate of the Ship "Aden" was charged with
"Cutting and Maiming –
As the case is a highly important one, amounting to Felony, and
may
involve
the punishment of transportation; and as in the absence of a sufficiently constituted Court at Hong Kong, it may be
necessary to refer the matter to the Governor, I consider it to be
my duty, in
the first instance, to answer your
