I have laid before The Earl of

Aberdeen your

letter of the 17th instant,

inclosing a copy of a minute of the Board of Treasury respecting the Expenditure of be incurred in maintaining the Establishment. which shall be required in the Island of

Hong Kong, and also that which shall be found necessary for the protection and superintendence of British Trade in the several Ports to be opened to British Commerce; and likewise respecting the measures by which provision may be made for such Expenditure.
