both cases it would be open to the respective Authorities to prosecute the offenders before the respective Tribunals; such an arrangement being strictly reciprocal would appear preferable

to that suggested by Sir Henry Pottinger,

which would at once involve the

deportation of the Chinese offender by the British Authorities; and Lord Aberdeen, with Lord Stanley's concurrence, will be disposed to call Sir Henry Pottinger's attention to the Expediency
