had been established by the Portuguese
at Macao in China and of the various precautions which
had been taken
by that Government for
securing due obedience to the

requested by one of the members
of
the late Administration,
shortly after the late Lord Napier
had been appointed Chief Superintendent
in China, to prepare for the consideration of His Majesty's
Ministers

sketch of such a
system of administering Justice in China as might enable the Chief Superintendent to administer Justice in that country according
to the provisions of
the 3rd & 4th

danger of disturbing that harmony which ought to be carefully kept up between the British and those subjects of
