account of the proceedings of the

several courts of Justice which

had been established by the Portuguese

at Macao in China and of the various precautions which

had been taken

by that Government for

securing due obedience to the

decisions

of

their courts without

offending the feelings and the

prejudices of the Chinese People

of the Chinese Court, I was

or was

requested by one of the members

of

the late Administration,

shortly after the late Lord Napier

had been appointed Chief Superintendent

in China, to prepare for the consideration of His Majesty's

Ministers

a

sketch of such a

system of administering Justice in China as might enable the Chief Superintendent to administer Justice in that country according

to the provisions of

the 3rd & 4th

William the 4th without the

danger of disturbing that harmony which ought to be carefully kept up between the British and those subjects of
