Disbursements, Commencing from May 1841, it would take probably some weeks and require considerable care and trouble to extract them. I would therefore suggest, that Your Excellency should not make any change in your personal movements and plans on that account, and as soon as the statements are prepared, I will be happy to transmit the same to Your Excellency, and to furnish another to the Pay Master at Hongkong, who will, without any risk of confusion, be able at once to submit them to Government in the form of a Supplemental account, accompanied by an abstract and copies of the correspondence regarding them which will fully explain how they have been kept back so long.
I have the honor to be, Signed / Steney Pollingen. H.M's Plenipotentiary Five Copy richard Wooshan Acting Secretary.
