I shall have no difficulty in furnishing your Excellency with Statements showing the Expenses incurred and the sources from which I derived Funds, beyond the Sums mentioned above, to meet them, but as a portion of the Accounts relating to some of the Disbursements made during my Predecessor's time and since assumed charge, have been sent to England with their original Vouchers, it will probably be necessary to await further advice and Instructions from Home before they are finally settled, and debited as directed.

In the meantime I may add that with regard to any of the Charges which I had been led, from the memoranda of Capt. Elliot to suppose would be debited to the Civil Dept (such for instance as the Harbor Masters at Chusan and Hongkong; the Land Officer and Chief Magistrate and their Establishments at the latter place, the Ransom paid for Capt. Dacy, and the Survivors of the crew of the "Madagascar") I shall be happy to afford such explanation as may be required to bring them to the Head to which they are to be placed.

I shall forward a copy of this Letter for the information of H.E. the Governor General of India.
