3. Here it is chiefly a question of the forms in which the accounts are to be kept; and, therefore, a question for the decision of the Treasurer. From the want of a clearer understanding, there already occurred differences, and I am not very sure or Lord Staunton and Capt. Smith will be able to understand them better.
The question here debated involves more than mere matters of account. The principle upon which it was proposed to proceed was, as I understand it, not to treat Hong Kong as British Territory.
this I have partly opened the Government of it, as a British Territory, no doubt is very proper, but it raises at once questions political out of the strict legality.

Felt. 13. The questions of account must be referred, ultimately, to the Treasury, but this despatch seems to make it highly expedient that a decision should be taken.
