Extract of a letter from the Superintending Commissioners and Plenipotentiary to Sir Henry Pottinger dated Taoukwang September 7. 1842.

Regarding what is said about the Establishing of Laws and Regulations for the strict Government of the English Merchants, their Families, and Dependents; and with the exception of the Five Ports, if, along the whole coast of China, English Ships are engaged in smuggling upon proof of the same, the goods may be confiscated to, or, by all this way be seen still more your Excellency's strict sense of Justice without the least bias or partiality.
