Henry Pottinger Gov. of Hong Kong

I suppose that the correspondence between Lord Stanley and Sir H. Pottinger.

L.) As I believe this arrangement will ultimately take place (the sooner

it comes the better) I got a private note from the Duke's private Secretary

this day. An order in Council is usual

preparatory to establishing a Court of Justice in

Hong Kong

besides other precious being a float as to legislation for it by Lord and of course we are to carry those

instructions out
