from creating on the point of land opposite to Thong Long any works which might prove inconvenient to the secure occupation of Hongkong

I conclude wither that you do not think it expedient to raise any discussion on that question, having satisfied yourself that no real anxiety could be anticipated from any works which the Chinese might think fit to erect on the promontory.

In either case it would probably be inadvisable now to provoke any discussion on that matter, or to attract the attention of the Chinese Government by expressing any views on the subject. It can scarcely however be doubted that it would be inconvenient to have any considerable force or body of Chinese troops, posted in the immediate vicinity of Hongkong, and therefore if the Chinese Government should make any preparation
