I have to acquaint you that
1. My govt consider that it will
be for the interest of H. Mis Majesty
that the office of Governor of
the Island of Hong Kong, and that of
Chief Superintendent of British Trade in China
should always be held by
the same person; and
that consequently the Commander
of the military forces
on the Island,
upon whom in the event of the
office of governor becoming vacant
