A permanent revenue would thus be at once secured to meet the expenses of the Island, with a reasonable certainty also that it would ultimately increase in proportion to the increasing value of the property : It would probably be advantageous also that the portions of land should be let by auction; but of the expediency of resorting to this process you will be best able to judge on the spot. The rents to be derived from leases so granted must be placed to the account of the Government of Hong Kong, and will constitute a fund which it may be hoped will not only cover the current expenses of the establishment, but also defray the charge of the Public Works to be undertaken and maintained on the Island.
