I have written this but on the understanding that you told me that the Papers had been sent from the Foreign Office with the express view of bringing out these remarks, and that Lord Stanley wished that thing should be brought out. You will best know whether I am not correct.

I have received your Letters of the 3rd Instant, enclosing Copies of eight dispatches, an extract from another Despatch addressed by the Earl of Aberdeen to this Plenipotentiary on the subject of the late cession to Her Majesty by the Emperor of China of the Island of Hong Kong. Lord Stanley directs me to request that you will submit for the Consideration of Lord Aberdeen the following remarks and suggestions.
