A Commission for the Government of Hong Kong should issue as soon as possible, especially with a view to create a Law, making power there. I do not perceive that this should be delayed "still the interchange of the Notifications for the Island you belongs to Her Majesty by conquest, and the formal Cession does not create, but merely confirms that lotte. Nor do I see why it should be postponed till the Appointment of Sir H. Pottinger's Successor, for it would be an instrument availing to that successor, as well as to Sir H. Pottinger himself – that is, not a mere personal appointment, but rather a creation of the local Government with a view to the future, as well as to the present times.
It is a more material (if it be a well-founded) remark, that the Documents I have enumerated leave unprotected the question supposing Sir H. Pottinger to die, who is to administer the Govt. It's determined that the Administrator of the Govt shall in that Contingency be Superintendent of the Trade. But the Succession to the Government is, I think, not determined.
The regulations regarding landing are very important, considering how much the Land is regarded as a source of future revenue. The Dispatch which I have numbered is concerned in such a spirit of liberality to the present four Occupants.
