No 2 lays down the general rule that the Superintendancy of Trade and Hongkong, are always united in the hands of the same person; and therefore prescribes that in the event of a vacancy in the local Government, the Administrator of that Office should also assume the Office of Superintendant.
N. 3, makes provision for defraying the immediate and unavoidable expenses of the Government of Hong Kong Not intended to regulate the rights of Grantees of Land in the Island, in cases where such Grants have been made before the arrival of these instructions.
