After speaking to Ayton this morning on this subject, I need the foregoing letters from Wapping.

Share speech with Lord Aberdeen on this subject, and he will communicate with Sir H. P. by telegraph not to allow exaggerated expectations to be founded on the theme which has been put forth.

Before the mail is sent out, I have some suggestions to make.

Gr[eville] may transmit them to Sir H. P. who will, in the meantime, have received the instructions from Hong Kong.

The accompanying papers from the Foreign Office, include the drafts despatched to Sir Henry Pottinger with the drafts of two Orders in Council and a dormant Commission.

Although I think that your Lordship has already seen those papers, it will perhaps diminish to some extent the trouble in looking through them if I briefly recapitulate the object of each of these documents.

N.1. (Refer to my own figures in pencil on the book) preceding to Sir W. Pottinger. 1. provide for establishing a British Govt. at Ming Hong, provisionally (and until the interchange of the Ratifications of the Treaty shall have enabled the Government to make more mature arrangements for that purpose.
