You will perceive that the letters which his communication are founded do not appear in the correspondence, and that the tenor even of these letters can scarcely be gathered from the replies.
Under such circumstance, it would be impossible for me to venture upon a decision on any of the points raised in the correspondence.
It therefore remains for me to call your attention to Sir H Pottinger's despatch, and to request that as soon as possible after your arrival in Hong Kong you will furnish me with detailed reports on the subjects therein adverted to which in your opinion require to be brought under the special notice of Govt. More particularly I would call your attention to the questions of Expenditure and Establishments as those on which it is most important that we should receive the clearest and most ample information.
And I would take this opportunity of pointing out to you that however inconvenient it may be under the peculiar circumstances of the first Establishment.
