Forwarding Colonial Circulars

1. Enclosures.

In a despatch dated 29th ult last, Sir Henry Pottinger transmitted to me copies of all letters written thence or in this direction to personages in Hongkong on Colonial questions from the 1st July to the 22nd ult last.

On examining these documents, I observe that many of them relate to subjects of considerable weight, such as questions of expenditure both for Civil and Military purposes, and to augmentations or alterations of the Colonial Establishments.

I should have wished to be able to peruse them with you before your departure with the "Tient Sabiburdock" when I read these through, but haste has compelled me to glance over them hurriedly.

I have made a list of the only ones that appear to demand attention.

It is impossible to give any instructions on the imperfect data available.

The only thing I have done is to desire that a complete report shall be furnished, especially on Water Supply by Mr. Jungallee, as laid out by him.
