I may observe that I never gave Mr Whickels any sort of Instructions. Requested Sir Thomas Herbert to instruct Mr. Whichels
to furnish an account of the monies that had passed through his hands
in order that it might be paid over to the Military Chest, but it is needless to add that
my full intention was that the Agency should have been reserved.
