With reference to my Despatch N° 127, of the 7th Instant, I have the honor to solicit your Lordship's early attention to the advisability of some defined Rules being laid down by Her Majesty's Government, as to the manner and terms on which leave of absence, whether on Sick Certificate or on private affairs, should be granted.
