Rules should be laid down (as is the case in India) for the absence of cases of Her Majesty's Servants in China.
Although Mr. Johnston is strictly attached to the Department of Chief Superintendent of Trade, yet his departure causes a vacancy in the Legislative and Executive Council of Hongkong; and at this moment I know of no one whom I can appoint to fill that vacancy, or the one caused by the lamented death of Mr. Morrison.
To-morrow morning, I return to "Victoria" in Her Majesty's Steamer "Driver", having completed the duty which brought me to this place.
