Military duty, at almost the sole object of expediting my requisition, made with the completion of the Barracks, and other military Buildings.
Now I have called in Messrs Johnston and Gordon to furnish me with memoranda and a survey, respectively, of what passed on their official visits, agreeable to my directions, to Chuk Chu, and I shall most probably append the Reports I receive from these Gentlemen to this letter. In the meantime, I shall leave it to Your Lordship to reflect and judge, after having perused what I have written, of the propriety, or applicability to me, of your remark that "the question of Barracks had escaped my memory" whatever the cause.
I now turn to Your Lordship's observation that with respect to Saiwan, you authorized a Barrack for 100 men under the condition that it was to be attached to a Battery. - I have already shown in a preceding part of this letter, that my sanction so far as it then went was full and conclusive, and that the word Battery had not been used, but when Your Lordship some time after sent me the Estimates for the Barracks and Officer's Quarters, with your letter of the 9th of April, I had immediately received instructions from England to select such spots for fortifications as might seem advisable - In replying to Your Lordship's Letter, inclosing the estimates, I therefore suggested that being done, but to prevent any doubt as to my expressions, or meaning, I copy my Letter.
