may openly establish Schools, or other similar
institutions, in
any
Part of China, in opposition
to the wishes of the Imperial Government, or
its Officers.
I look upon it, that this question is
that which demands the most serious consideration
of Her Majesty's Government : Other nations will most probably look to us for the example, and if China chooses to object to it; I do not see how we
can justify any apparently such steps as are
contemplated by the letter addressed to me.
