I have already had the honor to address Your Lordship in Despatch No.96 as to the jurisdiction to be exercised by Her Majesty's Consuls at the different Ports.
I now beg to submit a Sketch (for mine alone can at present venture to prepare) of the probable Establishments of the Chief Superintendent's Office.
