Whether the distinct appointment of a chief of the Council will at any future time be necessary I do not undertake to determine. For the present, this function is to be assigned to the Auditor, whose appropriate duties could hardly fail to leave him ample leisure for the discharge of it for some time to come.

Seven - The administration of lands and public works will be committed to three persons. Of these the first will bear the title of Surveyor General and Collectors along the head of the whole Department. He will have more especially whatever relates to the alienation & lettings of the lands of the Crown and the collection & receipt of all monies gathered thereto.

The second member of the Office is described as Clerk of the Works & Civil Engineer, to indicate that his more peculiar province is that of superintending the execution & maintenance of roads, buildings & other public works. The third officer in this branch of the public service will be a checker.
