I have at present provided only for the maintenance of one chaplain being a clergyman in holy orders of the Church of England, at the rate of £800 per annum - This is a fixed charge on the Establishment. I contemplate the increase whether then the Ministrations of other religious denominations may be required.
Under the
E of The Judicial Department-
I propose to maintain
a Judge; an officer, acting as legal adviser
of the government, was public prosecutor, under the title of Attorney General, on a low salary with an assistant - a Sheriff, who
Police will be also chief Magistrate,
and an assistant Magistrate Police. Respecting the
duties of the Judge, & the Attorney General, any remark would be superfluous.
I may however observe that the appropriate function of the Registrar, would be to prepare & preserve the records of the Courts, & to
act as the Peace Commissioner & refer matters to the Court
devolving any question which he may
deem fit to the Court to investigate.
The combination
of the offices of Sheriff & Chief Police Magistrate though unusual, is justified by economy
