My intended reply to Your Lordship's Despatch No. 16, of the 4th of January last, has been anticipated by the receipt of
Letters Patent for erecting Hongkong into a
Her Majesty's
British Colony, and the Instructions under the Royal Sign Manual, which accompanied those Letters Patent.
It only remains, therefore, for
