The weak-kneed policy that is being pur ued by the present British Government toward this country is having very unpleasant and damaging resu ts. When a boycott of British trade can be allowed to be carried on, actually in a British Concession, without any a parent protest, and important concessions to British subjects, involving the sinkage of vast amounts of capital to be treated as so much waste paper, it is about time some- thing was d: ne of an international character to safeguard the interests of Foreigners in China. And now at a time when Importers have to face a market that is ten to fifteen per cent. below the present replacing cost the question of increasing the Duty comes up. Fortunately there is a saving clause in the treaties that preven's that being done until "likin" is abolished, though that con- tingency does not seem to be taken in o account by London's leading paper. It was only yesterday that a little inquiry sprang up and some business was done with second-hand holders in American gocds, it is said for Newchwang, where exchange on this is a little lower, Shanghai Tls. 968.00 per 1,000 Newchwang taels. advice concerning the American Cutton Crop are decidedly astonishing and quite upset calcula- tions, the condition at the end of August being only 63 5, against an average for that month for the last 14 years of 73,48, this year's being abso- lutely the lowest during that period. When the report was published the Liverpool "spot" price jumped up to over 7d., but yesterday there was a slight reaction to 6 96d, which was the latest quotation we have beard of. 6.79d. was quoted for September and 6.72d. for December/J. nuary; Egyptian has advanced to 93d. The Export of Plain Cottons from Manchester last month was 39,000,000 yards, a most unexpected and excessive quantity which may, however, with judicious handling come out alright now under the circum- stances, as the Market there is quite unapproach- able on the present basis of prices nominally ruling here. From New York advices we learn that prices are ten to fifteen per cent. over those that are being accepted here by second-hand hold- ers. The Cotton quotations thence are 12.50 cents for October and 12.62 cents for December. The Yarn market opened quiet and we k after our last was written, but the, de line in Exchange, which was not expected, seems to have put more life into it and made buyers more willing to pay the prices asked by Importers, both for Indian and Japanese spi nings. Local Mills' are sold well forward and carry very light stock, both of Yarn and the raw material. The prospects for the crop have improved immensely during the last week or two, early samples showing excellent staple and a full supply, perhaps a little late, is now expected. In American goods we have heard of the sale privately from first hands of 135 bales. Boy on Elephant 350 yard Sheetings at Tls. 3.75. About 550 bales in all of the following chops of these goods changed hands yesterday amongst Consisting of the following Teas:- the natives :-Piedmont K. Ts. 435, Buffalo A.. MINING.-Raubs have improved to 8.75, after sales at 81, 8.35 and 81. Chinese Engineer- ings have changed hands at 181. Lingkats have declined considerably, and after sales down to 950, oum dividend of Tls. 12 paid on the 15th instant, close at Tls. 935 ex dividend.

DOCKS, WHArves and GODOWNS.-Hong- kong and Whampoa Docks have shown further weakness and a fair business has been transmoted at the reduced rate of 604 and 60, the market closing rather firmer at 60. Kow- loon Wharfe have changed hands at 61 and 60, closing quiet at the latter rate. Shanghai Docks have weakened during the week to 77, Hongkews after ruling steady at 148 have improved to 152 in the North.

LANDS, HOTELS AND BUILDINGS.-Hong. kong Lands remain unchanged and without business West Points have found small buyers { at 44, Hotels remain quiet at 724 and 43) for old and new respectively, ez dividend of $2.40 and 400 paid on the 13th inst. Humphreys -rem-in on offer at 94.

COTTON MILLS.-Ewos have'declined in the North to 186, Internationals are quoted 93 by the latest Shanghai cireu ars, Loan Kung Mows at 113), and Soychees at 460, the last by telegram.
