It is an extraordinary fact, says the Pinang Gazette, that while hundreds of people at home, and scores in Singapore and Kuala Lumpur, have made huge profits out of the recent rubber boom, hardly anybody in Penang seems to have derived any direct pecuniary benefit at all

When the new Viceroy of the Liangkiang was at Shanghai the other week a number of valuable papers and some money were abstracted foom his baggage by a gang said to consist of four notorious scoundrels. The robbery took place in the French Concession and since then the French police have been instrumental in having one of the suspects arrested in Nanking. He now lies in prison in Shanghai pending the apprehension of his accomplices.

Mr. J. Bromhead Matthews (late of Presgrave and Matthews, Penang, and now Atttorney- General, Bahamas) has been appointed by the Secretary of State for the Colonies to be Attorney-General of the Straits Settlements, in succession to Mr. W. J. Napier. Mr. Matthews will arrive in Singapore to take over the duties in October, and he is sure of a very cordial welcome from the legal profession, to many of whom he is well-known. Mr. Matthews was called to the Bar in 1890, and was acting Solicitor-General of the Straits Settlements from October, 1902, to May, 1903. For three years, from 1901 to 1904, he was a member of the Legislative Council. In 1907 he was ap pointed Attorney-General in the Bahamas.

The Taotai of Amoy has lately received in- structions from the Waiwapu to negotiate with the Foreign Consuls for the restoration of the right of policing Kulangsu Island to China and conferences are being held to discuss the matter. Those who are well versed in foreign, affairs claim that that island is not on the same footing as a settlement and that China's request ought to be complied with. The gentry of Amoy are also negotiating with the Kiangsu Telephone Company for the purchase of the concern in accordance with the agreement entered into be- tween the Chinese authorities and the Company five years ago. The Company has asked for $8,000, and the gentry have offered $4,000, but it is probable that a compromise will be effected?.

- Shanghai Times.

Messrs. Ilbert and Co.'s Piece Goods Market Report says:-Our market is quiet but firm, buy- ers still maintaining a very cautious policy, and with the exception of a few parcels picked up here and there at comparatively cheap rates, refuse to operate at the level of values asked. In the face of the present strong statistical position of cotton, it is hardly possible that Manchester can show any sign of giving way to a level equal to the present ideas of dealers, and although some- what early yet for spring purchases the Chinese realise that they will probably have to pay at least present importers' prices to fill their requirements. A brisker spot demand, however, from some of the principal up-country outlets would be welcome, and owing to the better agricul tural outlook, now that the drought in the nearer provinces has broken, this may eventuate shortly. The native cotton crop outlook has very much changed for the better during the past fortnight; although no reliable statistics are available, the good prices that growers got last season has resulted in a larger area being put under cotton cultivation, and a crop of at least last year's dimensions may be expected. For the past few days the local staple has been easy.

In yarns, Szechuan buyers are reported not to have done well upon their shipments made prior to the usual summer floods in the Yangtse, and support looked for from that quarter has been disappointing, that outlet finding piece goods a more profitable investment at present values ruling for spot cargo.
