The Circular road would open and render available a great number of Sites for Villas round the foot of the hills by which the Wong-nei-chung Valley is surrounded.

To the Westward of the Government Hill the Queen's Road has not been completed quite so far. It is in progress up to the West Point Barracks, to which point it will then be continued round Navy Bay.
