other purpose to which it could be usefully applied.

A part of my presumed arrangement was to have reserved frontage along the whole extent of "the Queen's Road" on both sides for Shops, Warehouses, Dwelling Houses, &c., and to have had other Streets running off from it at right angles or otherwise, as the irregularities of the ground might render practicable and desirable. The Public Civil Buildings of every kind were to be on the space called the "Government Hill", or the Hill adjoining it to the Westward, and all the Public Military Buildings (Quarters for Officers, Mess Rooms, &c. &c.) were to be within the limits of the cantonments: where, as I have above alluded to, informed your Lordship there appeared to me ample room.

Your Lordship will at once perceive from the preceding remarks, that I have never contemplated the practicability of any part of this Colony being so strengthened by Works, or otherwise, as to render it tenable even for a single day, after the anchorage shall be in the hands of an Enemy: It appears to me, that the safety of this Colony from external Foes must always depend on a sufficient Naval Force being kept up, and so far as China is concerned...
