Men in that quarter should be selected with advertence to such a precaution; and I had supposed that it would likewise be deemed expedient to have a much stronger (than the Lyemoon one) Fortification to the West of the Naval Arsenal, Depôts, &c. to command the Western or Principal entrance to the Bay of Hongkong. I further had concluded, that in addition to the two Batteries that at present exist on the shore of the Harbor and that on Kellett's Island, other Batteries would be erected on such eminences, or spurs of the Hills running down to the beach from the main chain, as would bring any refractory attempters attempting to force their way into the anchorage under several cross fires.

The Queen's Road being intended to run the whole length of the present and future City, being fifty feet wide, and being always intended to be kept in excellent repair, would, I imagined, have afforded the ready means of both Troops and Guns rapidly moving along the whole sea face of the City from one spot to another, to whatever points they might be wanted at; and in such an extreme case, the public as well as private buildings would, of course, be appropriated for Barracks, or Hospitals, temporarily.
