In deciding this point regard must of course be had to the necessity of avoiding all delay not indispensable to afford a fair opportunity for competition. As regards Lands that have been put up to Auction but not disposed of, As a general rule I should not object to their being disposed of by private agreement to individual applicants at the upset price. It would, however, be for His Excellency the Governor to decide whether such an arrangement should be permitted or whether the lands should again be exposed to Auction.
In regard to the establishment of fixed periodical Sales without regard to the applications which may have been made for land, I do not wish to lay down any precise rule. It might happen that the holding of such Sales so far from being advantageous to public interests might prove the reverse of stimulating the sale of land and encouraging speculation and ... nothing.
This however is a question on which your local knowledge and experience will enable you, better than myself, to form an opinion, and I am therefore satisfied for the present to call ... .
