Island was declared to be a British Colony at the date they were fetched by Public Auction, and on leases of 75 Years duration, to the reserving occupants the right to renew those leases on such terms as the circumstances of the Colony may render expedient, at the expiration of that period. I agree with Mr Gordon, that nearly all lots that have been hitherto classed as Town lots and Suburban (with my few exceptions) should be transferred either to the list of Marine lots, and the proper rent to be fixed will possibly be best ascertained by the future sale by Auction of lots similarly situated. It is also probable, that some of the present Town lots will have to be classed, and charged as Marine lots, and that the sizes of any Suburban Lots that may be eventually confirmed or granted (on this side of the Island) will have to be very much curtailed.

The preceding remarks contain an instance of my impressions irrespectively of the questions that have arisen relating to Aldrich's plan, so far as they have yet been developed. I need not assure Her Majesty's Government, that I have no wish at heart beyond the well-being and advancement of the Colony, but situated as I am it is my duty to say, that I think that carrying out those plans will interfere very much with the commerce and prosperity of Hong Ning (Victoria) Emporium of Trade, which was, I believe, the sole, or at least, the chief, object in securing its cession.
