In the meantime you will, employ such persons as may be receivable for the discharge of indispensable interim duties of your Government, apportioning to them the most moderate remunerations that may be sufficient to procure zealous and effective Service. Every person so employed must, however, be distinctly given to understand that his Appointment is provisional only, and must be held subject to H. M.’s Confirmation or Disallowance of it.
