For such a Report
H.Ms Govt will wait
not without some solicitude
It must comprise the best
Estimate which it may be
in your power to form
of all the local resources
of your Govt in support of your
explanation of
the grounds
on
which you
proceed. It must
further comprise the best
Estimate you can
frame of the probable charge
on every branch of your
Government, whether fixed
