17. But the Land may be made to yield a fair average exchangeable value. The principle of letting, then selling, of possible Country Lands in a Colony with limited extent, is of great importance. Land is valuable when it is acquired for settlement, and should be made available for that purpose. The fair average exchangeable value of such Land should be maintained, and can be had for settlement, not in them current, but in them acquire an eligible value. That is another source of Revenue.
