The Establishment of Courts of Justice, the general definition of the Laws which those Courts are to administer, the Introduction of simple forms and concise and efficient procedure, the Registration of all such Transfers; the provision for the administration of Criminal Justice – by the establishment of Police and Gaols, the maintenance of Religious Instruction and Public Worship, the Regulation of matters relating to the management of the Waste Land of the Crown, to the appropriation of such Lands to Public uses or to the disposal of them to private persons.
