At the meeting of the Legislative Council beld yesterday afternoon, the report of the assessment of the Colouy for the year 1907-1908 was laid on the fable. It showed. decrease in the valuation of property in the Colony of 78 Hongkong of $275.935, or 252 per cent. The
decrease in the City of Victoria is $311,390 | while Kowloon Point, Yaumati. Hunghom, Monkoktsui and the Kowloou villages show an increase of $9,898. A French
company which manufactures Portland Cement at Haiphong, in Tonkin, has got on so well that it now flads itself in a posi tion to export the article to China, Siam, the Philippines, Japan, and Siberia. But its chan. cs of earning profit there against formidable trade rivals in the field are small, owing to cement bing burdened with an export duty of two per cent, in Indo-China. The Minister for the Colonies has been asked to remit the daty to enable the Company to maks head in foreign market.
A clever capture was effected by the West Point Polica on July 31st, The steamer Sexla brought up from Java a cargo of sugar consigned to Messrs. Jardine, Matheson and Co. and three Chinese owners, but the portion consigned to the first named was landed in a godown at West Point without the knowledge of the Company. However the police had their suspicions an arrested the cargo boatman, the fallyman and two others, at the same tim› recovering the property before Messrs. Jardine. Matheson and Company were aware that it hid been stolen. Its value was $5.590.

Last week a gig belonging to the Chinese revenne cruiser "Likia" was capsized in Mirs Bay, and two of ber crew were drowned. The gig, which was in charge of the captain of the cruiser, and had a craw of five aboard, got caught in a heary surf, but all succeeded in getting ashore with the exception of two Chinese geamen.
