Anchored in the outer harbour of Amoy I propose that a summons be sent in demanding the instant Surrender of the Island forming the entrance into the inner harbour, all the war junks to be held in quarantine till the difficulties are finally settled between the two countries, & the evacuation of the line of works occupied by the Chinese forces. Failing compliance (& compliance could scarcely be effected) the works to be carried & destroyed & the war Junks to be burned. It certainly does appear to me to be an object of highest importance not to destroy the City if it is possible to avoid such a calamity.
