It appears that Feng who prior to 1904 was compradore of the Russo Chinese Bank at Port Arthur and caused the arrest and punishment of Collins at one time in that port, in consequeno› of which the latter, when arrested for carrying bombe, revenged himself on Feng by "confessing " Feng as his accomplice.
