The Gazette notifies that the registers of
births and deaths kept at the Shamshaipo Police Station, containing records from July 1st to i 18th September were destroyed in the typhoon.
Under a regulation made by the Governor. in-Council the following fees shall notil October 31st. be payable for the grant of a Sunday permit to work cargo:--

The Shaughai Tantai has enged the arrest of several patives engaged in secretly enrolling coolies for Mexico. The arrested men are said to be agents of two companies, which wished to get three hundred coolies each. It is stated 24 that the majority of the enrolled coolies are
natives of Pootung and this district. Some 241660 enolies intended for work on the Mexican 214 Central Railway were embarked some days ago on the str. Bessie Dollar, but owing to the neglect of those responsible for the rearniting to inform the Taotai and go through the proper formality there has been some delay in the dispatch of the vessel.

The annual meeting of the Hongkong St Andrew's Society was held on Sept. 28th at the City Hall. Mr D. Wond presided over a large attendance The report and bilance sheet hav- ing been adopted. the President made a detailed statement regarding the growing expenses of the St Andrew's ball, and suggested modifications for this year's ball were approved. Mr. T Bough was elected president, Mr. J Cruickshank, vice, president, Mr W Armstrong, secretary, and Mr. R Macpherson, treasurer. The committee was constituted

On Oct. 2nd was the Chinese Mid-antamu festival, or Feast of Lanterns. The Chinage dragon flag and coloured banners were dying from the top of many Chinese houses in China town, and in the evening there were i'lamina- tions and a good deal of feasting and singing in the various eating houses. The festivities in Hongkong lacked the usual enthusiasm this year, we understand, owing to the depression in business and the immenge loss of lives in the typhoon. The day was observed as a holiday by the Chinese press.
The spread of education and the art of printing in Japan has caused an increasing demand for printing paper. The production from the Japanese mills has been found to be inadequate to meet the demand and this was more keenly felt during the war. quence

there has been a marked increase in the importation of printing paper and pulp in recent years The promising nature of the papermaking industry in Japan may ba gathered from the proposed establishment of several new mills, the largest of which is to be built at Nakatsu, Gifn Ken, on the central line. while schemes are in contemplation for the extension of many existing factories.
It is reported in the Jik-Jih says the Cina Tones that by instructions from the British Government, Sir John Jordan has requested from the Waiwupu a further explanation of the Imperial Decres issued on May 9 concerning the appointment of Tish Liang and Tang Shao-ig Controllers-General of the I, W. C. Sir John p ints out that the demarcation of authority between the new Controller--General and the Inspector-General (Sir Robert Har') is not clearly defined in the Decree. Moreover Rome of the recent acts of their Excellencies Trish and Tang have been contrary to the stipulations of the loan agreements concluded between China and Great Britain and Germany.
The China Times reports :—It is reported in the native Press of Peking that the Chinese Government has made arrangements with the Japanese Minister, Mr. Hayashi, regarding the restoration of Yingkou to China and the aboli. tion of the Japanese Military Administration Office there next month. HE the Viceroy Yuan has been advised by the Waiwupu to hold the officials and police constables who have been specially selected for service in that treaty port in readiness for dispatch to Yingkou next month to take the places of the Japanese.
