The Commanders in Chief, &c., &c., send this Communication.

We received your dispatch on the 15th day of the 5th Month (23rd June), and are fully acquainted with the contents.

It is evident, that no man can negotiate regarding this inferior department matter; and it is very proper that a plenipotentiary should be appointed, for the management of affairs.

The Taotai, Eve, the Treasurer and Treasurer (?) and the Lieutenant General of Chapeo, send this communication, in order to propose that, if in Chekiang province, it be at Chinhai, or Sungiang or elsewhere; if in Kiangsu Province, it be at Chinkiang or elsewhere; the place where the public negotiation is to be first carried on, should be signified, in order that we may meet and superintend the affairs.
