Probably no department came more under his immediate eye than the signal branch, which is now in a highly efficient state. In the latter case, the certificate of the notary public should be authenticated by the consular representative of the country in which it is intended to use the document, or, if there is no such consular representative in Hongkong, the notarial attestation should be authenticated by the Governor.

Cotton.-American. The high prie~,~hich con- tinue to rule in the home market have brought all forward business to a standstill for the time being. Transactions in new season's crop are in fact ext emely meagre, it being reported that 30,000 bales only have been placed, principally by speculators. Spot cargo rules in the neighbour- od of Y31.00 to Y31.50; stocks, however, are small, and holders are not keen sellers. Forward is quoted at Y36.50 for Middling, and Y1.00 higher for Gord Middling. Indian-The high prices of the new crop are prohibiting business, and pur- chases are estimated to be not more than 30,000 bales. The reason is attributed to the fact that quotations experienced a sudden rise in a compa- |ratively short space of time, and buyers are now preferring to hold off until the situation becomes quieter. It may be mentioned that in the mean- time heavy stocks of spot cargo are available; this, combined with the fact that spinners are fully equipped for their requirements for the next few months, has had the effect of causing a depression in the market.
