on examination that prisoners have been restored and
an English letter having been sent with them. Whilst however making peace, by putting a stop to War and entering upon terms respecting the Trade, I all at once received a Letter from Keangnawd stating that a large fleet off of the Wosung had sailed to the entrance of the river without my knowing what was the object then the minister and Governor two days ago carried on at Kinhãe a correspondence with the Commander in Chief, I was fully aware, that the honorable nation highly prizing justice and good faith
Now however when the two Countries were on the eve of concluding a peace; your whole fleet suddenly sailed to the entrance of the Chianghae river, firing guns and carrying on a correspondence about peace, and on the other side stirring up quarrels, and giving rise to raucour and to promote hostilities. What has thus become of good faith, and where is the justice ? This I the Minister and Governor am not able to comprehend fully.
