They were the decisions of judges learned in international law and its customs, and affected only individual delinquents coming within their own jurisdiction. Russia as a nation sets aside international law, even to the extent of repudiating a principle to which she had previously consented. A law which can be repudiated is not a law in the sense in which the term is understood.
