The Messageries Maritimes 88, Australien was refloated on the 8th inst.
H.E. Yang Chu, Chinese Minister to Japan, left by the s.s. Kasuga Maru about noon ou Wednesday, having spent a couple of days in this Colony.
There was a persistent rumour afloat in 267 Peking at the end of last month that Japan had sent au ultimatam to Russia about the evacuation of Manchuria by the 8th October.
We are informed from a native source from 269 Shanghai that H.E. Wu Ting-faug. late Minister for Chiua at Washington. left Shanghai 270 some days ago to take up his new appointment 270 on the Beard of Commerce at Peking.

Our KOBE correspondent telegraphed on the morning of the 8th October that there is good authority for saying that Baron Rosen has presented a Memorandum to Japan, in which Russia practically declines to withdraw from Manchuria; but she would agree to recognise Japan's paramount influence in Cores and to respect Japan's prestige and interests in Manchuria. Baron Komura has replied that in such a case there is no room for farther negotiations.
It is reported, the P. & T. Times says, that the last audience of the ladies in Peking with the Empress-Dowager is soon to take place, Some time since the murder of Shen Ke-wei several ladies said that they did not wish to see the Empress again. It is reported up north that certain of the cen- sors asked the Throne to send Yuan Shi-kai to Kwangsi to administer the military operations of that province, as Yuan bas more military experience than H.E. Daily News, comes from a thoroughly reliable source in Port Arthur:-The Russian officials here have issued instructions summarily ordering all kinds of private constructional work in pro- gress in Port Arthur and envir_ns, irrespective of nationality, to be compulsorily stopped, Government work of course not being included. Work on the Eastern Railway-which to all intents and purposes is Government property alone is allowed to go on, while word has also gone forth calling for tenders for the immediate construction of new barracks capable of holding at least 50,000 men, this being the additional number of troops expected from Russia and Siberia for the protection of Port Arthur and vicinity in the event of war with Japan.
