Thorailway sleepers and coal which have been bought hitherto in Japan by the Russian authorities for shipment to Port Arthur and for the use of the Eastern China Railway have always been transported in Japanese steamers. It is now reported that the Russian authorities have added to the terms of the contract a condition that the goods should be shipped in Russian steamers.

On Monday the 5th inst what might have been a serious affair occurred at Jessfield Village, says the N.-C. Daily News. It appears that two Misses Campbell and a friend were driving through the village when their horse knocked down a Chinese child, apparently without hurting it. On the way back their carria ݎ was attacked by a crowd of Chinese rowdies, the mafoo was beaten and the ladies were drag. ged out, but a foreigner opportunely appeared on the scene and dispersed the crowd. Had he not done so the consequences might have been very serious. The village magistrate has handed over four men to the police at the ringleaders | in the affair.

It has been said that inland the purchasing valus of the dollar h.s not decreased with the fall of silver. This statement does not seem to be entirely borne out by the facts. The corres pondent of the NC. Daily News at Ngankin has the following to say on the subject:—“The local market shows, a mast perceptible decline in the purchasing value of silver. Rents and land values have increased not a little, but this is most likely due to an increased demand for such property owing to the growth of the city. A truer index, however, is to be noted in the iu- oreased cost of lining measured in silver. HONGKONG, April 17th, 19.3. -- Buslues has been quieter since the opening of our market - after the Easter holidays but rates generally continue to be fairly well maintained.
BANKS. — Hongkong and &hanghais have been booked at $685 and further shares can pro- bably be obtained at this figure. London is unchanged at £63. Nationals continue in some request at $25.
FIRE INSURANCES.-Hongkongs are quiet with probable sellers at $310. Chinas have eased off, and after sales at $86 down to 883 are on further offer at the latter rate.
MARINE INSURANCEs.—Unions continue quiet at $535, China Traders have been booked at $60 and there are further sellers at this rate. Cantons are reported sold at $167}. North Chinas and Yangiszes are steady at quotations. SHIPPING.-Hongkong, Canton and Macaos have continued in request, and further sales at $324 are reported. Indo-Chinas have ruled somewhat erratic, but at the close are inclined to firmness with probable buyers at $106. China and Manilas have again been booked at $25. Douglases continue on offer at $43. Star Ferries are in request at $27 (old) and $15 (new). Shell Transports are lower with sellers at £1 6s.
REFINERIES.— China Sugars have changed ownership at $110, and are in request at $109§. Luzons are on offer at $121.
MINING.Punjems are unchanged at 83. sellers. Raubs have been booked at 861, 87 and 874 and can now be placed at $9. Jelebus are slightly better with some buyers at $1.10.
DOCKS, WHARYES & GODOWNS.-Hongkong and Whampoa Docks have sold at $215, $216, and $217 cash and for the end of the month delivery, and close steady, Hongkong and Kowloon Wharves are weak with sellers at $95. New Amoy Docks are neglected at $384, Farnhams have sold in the North at Tls. 192).
