written to the Volunteer Corps in Shanghai expressing his regret at being unable to hold the inspection of the Corps this year in person, but stating that he has detailed Lieut.- Colonel the Hon. R. H. Bertie, C.B., Command- ing the 2nd Royal Welsh Fusiliers, to under- take this duty.
We take the following Imperial Decrees from the N-C. Daily News:-(1) Ting Ch'i (Man- chu) is appointed prefect of Foochow, Fukion province. (2) Hsu Chang (Manchu), Colonel of Forces at Hami, Chinese Turkesing, who on expiration of his term of office has come to Peking for audience. is hereby commanded to return to Hami and there await instructions from the Throne.
At the annual meeting on 3rd April of the Singapore Philharmonic Society, the Chairman was signed at Peking, without objection to any (Mr. W. G. St. Clair) stated that he had been

Messrs. Jardine, Matheson & Co.. General Managers for the Hongkong Cotton Spinning, Weaving and Dyeing Co., Ld., inform us that an interim dividend of 4 per cent. has been
told, definitely, that the Royal Welsh Fusiliers were to come there on relief from Hongkong, and their bandmaster, Mr. J. H; Noir, was willing to assist the Society with his skill and experi- ence, in addition to which the regiment had a string band some thirty strong.
On the 3rd inɛt., at Shanghai, the funeral took place of the late Prince Charles Schwar- zenberg, Secretary to the Austro-Hungarian Legation at Tokyo and Lieutenant of Austrian cavalry. Deceased was on a journey from Siam and intended to stop at Shanghai only a few the General Hospital on the 1st inst. The body days, but contracted scarlet fever and died in was escorted by marines from the Austrian cruiser Maria Theresia, to the French Ceme- tery, where the interment took place.
'The Manila papers to hand by the last mail contain accounts of the discovery of a wide- spread treasonable plot among the citizens and government officials of Tayabas. Several hun- dreds are implicated and will be put on trial. They, it is alleged, have been busy for some time organising secret societies similar to the Katipunan with binding oaths to overthrow the government for which they have been working. These people, with hardly an exception, have taken the oath of allegiance and also the oath cf office to discharge their duties satisfactorily.
Referring to the House-tax question in Japan. the Kobe Chronicle says:-It may be interesting to state at this juncture that of the Powers interested, the representatives of America, Germany, and France have all advised their nationals to pay the House-tax under protest. But France. Germany, and also, we understand, the Netherlands. joined Great Britain in making a formal protest against the French and Netherlands Governments will all be represented in the arbitration. Bir Claude MacDonald, however, has not advised his nationals to pay under profest, and he is understood to have vigorously supported, the contention of the bulk of foreign residents that collection of the tax pending the award in arbitration is quite unjustifiable, as we think most unprejudiced persons will agree,

The Bishop of Macao, who is on leave in Portugal, has been transferred to Angra, says the Singapore Free Press. It is not known who is going to be elected to the Diocese of Macao, which exercises a direct jurisdiction over the Portuguese mission of Singapore and Malacca.
