According to a Peking telegram to Japan, a traveller who has lately returned from Man- churia states that the Russian arrangement of her troops and her influence over the Chinese officials are striking to outsiders. It is reported that Russia is preparing to build a customs house about 100 Chinese miles on this side of the Siberian froutier. If Great Britain and Japan fail to assume a stronger attitude the restoration of actual authority in Manchuria to China will be almost impossible.
H. E. Senhor Conselheiro Horta e Costs and Lady Horta e Costa were among the passengers who left on the 19th inst. by the German mail steamer Kiautschou. According to the Tokyo correspondent of the N.-C. Daily News, the growing hostility be- tween the House of Peers and House of Repre sentatives checks the progress towards Party Cabinets and renders difficult Marquis Ito's speedy return to power.
В
reach the Colony The reports which
be of
nature. continue to regarding the prevalence of cholera at Canton
conflicting No more deaths have occurred among the European residents, but according to latest advices the disease still has a considerable hold upon the native city. That the authorities there realise the seriousness of the situation is shown by the news that they have inaugurated a system of water supply somewhat on the same lines as have been adopted in Hongkong, the water being brought from up country. On all the
steamers plying on the river special precautions are being taken to eliminate from the bills of fare al articles of diet in which choleraic dangers might lark.
The latest news about the cholera is rather curions. The following is a copy of telegram
H.B.M.'s received here from
Consul in Manila, dated 17th March:-"Quarantine im. posed for all Hongkong vessels to complete five days from date of departure.---Harford." The reason for this quarantine, it appeared, was the existence of cholera in Hongkong. On Saturday we received a telegram from our Manila correspondent announcing ten suspected cases of cholera and seven deaths therefrom The Universal Gazette learns that owing to in Manila within thirteen hours-from which the complicated nature and numerous subjects it will be seen that Manila is in a far worse case discussed between Sir J. Mackay and Shêng than ourselves. Our correspondent adds that Kungpao previous to the illness of the latter, the Board of Health is closing all wells and the British Commissioner is disinclined to reopen cisterns, distributing distilled water free, and negotiations with a new Commissioner, which temporarily stopping communication with the would necessitate going over much of the old provinces. The Manila Authorities are con- ground, whereby much time would be lost. Sirident of checking the spread of cholera, the J. Mackay is therefore reported to have signified local sanitary conditions being the best since his intention to wait for the recovery of Shèng the American occupation of the town.
